Possible Hole Cutter?

Looks like a device for holding different size rod or wire, for bending?,possible a bit missing, looks like a piece of metal should lock the wheel in position and be held in place by knob I can just see on other side.This would engage with one of the notches under the different sized holes.Or maybe for measuring diameter?
 
Its not a device for removing the outer sheath from the likes of pyro cable is it?
The tapered end looks like it goes into a carpenters brace, and the clamp may have held a blade......
Stumped! Wheres Merlin when you need him? :cool:

Thx all for the help. Sorry I took so long to respond. Life took left turn on me. Back at it and I've found a few more items to challenge as soon as I get the pics taken.
