You fix the base, then add the insulation, then the cowl.

This is not the same as a top plate and separate cowl though, right? It seems to be in a single piece. The thing that supports the liner which has to be fitted first also looks like it acts as a top plate, covering the chimney pot. Or is that not the case?

You put the liner in first, as you don't know the exact length to cut it until it's in.
 
the OP still hasn't been answered. I can't see how these cowls can be fitted with both straps tight and with poured insulation. You can attach one strap to the liner then lower the whole thing down and onto the chimney pot, but how do you get the insulation in? Alternatively you have the liner proud of the pot, attach the cowl to the liner, pour in your vermiculite and then try to lower the whole thing down. This would be very difficult with the friction of the insulation.
