Potterton Neataheat 16-22 wont fire up

Any one help please
Neataheat 16-22 On start up fan runs but boiler shuts down after 10-15 seconds .It just keeps clicking on and off does not fire up at all.
Could it be the mercury vapour switch

It is mk11f16-22 with a pcb

I would think it is the aps, but could be the electronic control unit. Would have to be there to decide.
