Potterton Promax SL PCB fuse blown

Boiler wasn't firing up - took off front cover and had no lights.
Good voltage inlet and at PCB but then found PCB fuse had blown.
On-line manual says to check for shorts on pump, fan and gas valve.
How can I check for a drop before fitting a new PCB fuse?
