Powdery residue

I've just had my spare bedroom plastered. The room has three outside walls and is very cold when the heating is off. The walls were originally white lime on black mortar that was then artexed. The plasterer prepped the walls with pva and then brushed sand on to this while it was still wet to get a good key.The plaster has taken a week to dry out and I have noticed in one area that's affected by condensation a powdery residue on the surface. Can I remedy this by using a stabilizer before painting with emulsion.

It's probably mineral salts efflorescence and will stop when drying out finishes.

Wait for the wall to be dry as it will push paint off the surface until it's finished coming out.

Brush, scrape and sand off crystals before coating.
