Pre 2000 built insulation requirements Northern Ireland

Just wondering if any of the Northern Ireland members would be able to give me some info on the level of insulation that would(most likely) have been fitted to the walls and pitched roof of a chalet style house that was built in 2000?

The planning application could have been a few years old before the house was built so I guess we are talking 1995 regs or there abouts.

I can't find anything online pre 2002 and it is unclear whether or not the regs were the same as the England /Wales at that time.

Anyone know what the targets were and what way they were most commonly achieved?
