Pre 2008 Conservatory with Radiators

I have a pre 2008 conservatory with radiators fed from the CH boiler. The rads have isolator valves in the house, this was within the pre 2008 conservatory regs, so it's all legal.
However, I want to swap out the existing radiators for more efficient ones. Is this something I can do without falling foul of building regs?

Who would know. Your just replacing your not installing.

provided the conservatory radiators have TRVs you comply anyway

modern radiators can heat up faster, but once they reach temperature they are no more efficient as far as I know

The only thing that makes any difference is the rate of heat loss in the room
