Preparing to paint over plaster

Hi guys,
I just bought a new build apartment but have no idea what the next steps are in order to prepare the internal walls for painting. See the picture attached, does a skim coat need to be applied over this or do they just need to be sanded down?

New build you say.
You have to paint it yourself?

New builds you use contract emulsion so the house can dry out for next 6 months.
Then you paint with a better quality emulsion if you want.
