Pressure Build Up - G3 ticket?

Had a problem with my cooling system in reactor number 3 this morning - had to operate the PRV and let out some steam. Put a lighter to it to see if it was hydrogen but this caused a huge explosion demolishing the entire building. I am told, however, the reactor core is intact and there is no danger of meltown.

Do I need a G3 ticket for this?

How about if I knock up a new reactor core, then you can just fit the fuel, adjust the rods and commission it? Can you do it on a daily rate? Or just sign off the whole thing for a weasel?
