pressure problems

i have i ravenheat rsf 820 /20 t when the boiler is off it reads 0.5 bar when its on the bar reading shoots up to 3 bar and water comes out of the prv and it will contantly run at 2.8 bar when its on can anybody give me advice on this ?thanks
