Can anyone advise how a 3 bar pressure relief valve ( on a small hot water tank) works when the mains water pressure is higher than 3 bar. I believe it's quite common to have mains pressure higher than this so am surprised I've not come across the problem before. It blows and flows full bore when the mains is turned on.

Isn't it obvious, the pressure in the tank is greater than 3 bar so the valve opens to prevent the tank being over pressured.
Fit a Pressure Reducing Valve in the supply to the tank to prevent the tank getting more than 2 bar pressure or whatever the tanks maximum safe pressure is.
Also consider fitting a Pressure Reducing Valve in the supply to the whole house to protect other items such as taps and cistern valves from over pressure.
A Pressure Reducing Valve is also referred to as a PRV but it is NOT a Pressure Relief Valve
