Priming mixed plaster/paint wall?

Hi, the walls in the room I’m redecorating are a mixture of bare plaster and existing paint. The existing paint was previously put on top of unsealed plaster so has peeled in some places. I’ve taken as much of the paint off as possible, but some is much more adhered to the walls and won’t come off easily.

So, what next? I’ve sanded all over and am then thinking I’ll sugarsoap to clean remaining paint and prime the bare plaster. Or should I sugarsoap everything and then prime everything?

After that, all ok to emulsion? I’m not sure if the areas where the paint remains will show as raised in the final finish?

Dilute matt emulsion should suffice as a sealing coat.

Once painted, you will be able to see the edges of the old paint.

After you apply the dilute emulsion use a soft filler such as Toupret Redlite to feather out the ridge. Once dry, lightly sand it with it 180 grit paper and paint as normal.
