You could try turning the heating knob to a higher number to see if it makes any difference.
If you feel the two pipes connected to a radiator, one should be hot (flow) and the other cooler (return), but not cold. Use the two pipes connected to the boiler on the right as a guide. Any rads where the pipes feel significantly different from the boiler need further investigation.
