Problem with central heating

I live in a rented house (3 bed inc 1 in the attic) and we have a major problem with the central heating system.....

If all the radiators are switched on only a couple get hot, this means in order to have heat in the lounge almost all the other radiators have to be switched off. It seems like the lounge radiator is the last to heat up and the bedrooms are the first, if all the radiators are switched on it provides sufficient heat to keep the upstairs warm but there will be no heat in any of the 4 radiators downstairs. We have informed our letting agent (landlord not contactable) and they have had a plumber out to look at it and we have been informed that there isn't a problem as the boiler works and that if each individual radiator is on then they work therefore the radiators work. Any advice gratefully received as it's starting to get a bit cold!!

Thanks, will give the balancing a go but we're 3 girls in the house - it might be a bit too technical for us!!!

Do you think when the plumber came out they might have balanced the rads, we were all out when they came so have no idea what they did as all contact was through the letting agent, it seems a bit rubbish to me that they came out and tested each individual radiator but not the whole house together so technically there is no problem.
