Problem with new (cold) radiator

Had a new energy efficient radiator installed a week or so ago. Due to still working on the room (main bedroom) laying floor etc we've not switched it on until this cold snap. It just got lukewarm so called out the original plumber who checked all the pipes in and out and the radiator/TRV and who was flummoxed about why it wasnt working. Today we switched all the other radiators off and the new radiator was soon scorching hot so at least we now know it does work but as soon as we switched the others back on it cooled significantly. So any ideas on how to resolve this issue? We're complete novices at this type of thing and we're not too confident in the plumber at the moment too.

The system needs balancing. Your plumber obviously doesn't understand such things.

Incidentally your new radiator is no more energy efficient than your old ones. Perhaps you mean that it has a higher output than the old one?
 
Ok - got the plumber to balance the system. New radiator all nice and warm...however, a number of the radiators on the ground and second floor (but not the basement) are making a racket when the boiler is on. Radiators and hot water is boiling hot (scarily so). We've turned down the boiler but haven't yet noticed any changes. Any ideas?

We're getting a new plumber asap by the way...
