When programmer is off ,no demand for hot water or central heating ,does pump run continuously ?
If pump runs on after demand for hot water is satisfied,and doesn't stop, it's not a wiring issue

Your pump may be wired directly to the boiler, in which case, the fault may lie there.
Pump stops when programmer is off.

It turns of on HW when the programmer is not calling so might not be pump wiring?
