Pump solution poor flow downstairs taps?

Hi, Cottage hot water flow through downstairs hot taps is dreadfull. 1 min 40 secs to get hot water from the kitchen tap. Upstairs in an airing cupboard there is a cold water header tank, there is no loft so the tank is not very high up. The hot water cylinder below it is heated by the oil central heating. The upstairs hot water tap and shower are fed by this yhrough a pump and have really good flow rate. The system was installed in 2004. The downstairs tap problem has about 10 metres of 22mm pipe then steps down to another 10 metres of 15mm. The system was installed by a "professional".It was bad in 2004 and is even worse now. Plan A, the simplest and cheapest fix would appear to be to use the same pump that feeds the shower and upstairs tap to also feed the downstairs taps. The professional plumber told me that this solution would (a) be against regulations and (b) would not work. Any advice or help on that possible solution please? Plan B would be to isolate the downstairs hot taps from the upstairs system altogether and feed them directly from the downstairs cold system. This would be either via an instant hot water boiler or small under sink hot water boiler. Any advice on the best solution please . The solution will be a DIY install whatever needs to be done.
