Putting decking On Balcony Flat Roof

We have a balcony which we use in the summer. It has a felt roof and has leaked a bit in the past so we applied a black bitumen liquid which has helped the leak

We want to install decking on the balcony but are concerned of rain run off and what would happen if the leak started again - We were thinking of installing a tarpulin or something similar so that the water would not hit the roof. That sounds a bit crazy I know but can anyone suggest something to install under the decking to give the roof more rain protection

I am a DIY so I do not want to be removing the felt etc

Firestone do rubber walkway pads designed to fit over epdm roofs, but you can use them over the felt roof.
They will be a lot better than decking which would dig into the existing roof and cause more damage.
Decking eventually rots and becomes slippy.
