Putty or No Nails for single pane in concrete garage?

Hello, one of the panes of glass fell out of my concrete sectional garage and I'd like to put it back in.

I've never done this before so I don't know whether I should be using some kind of putty or an adhesive.

I've taken a couple of photos to show the area.

Any help is appreciated., thanks!

Bed it in silicone then face it up with putty

Or, bed it in with clear silicone, then run a bead of silicone around the outside after.

defiantly not no nails you need flexibility
so glazing silicon or other flexible adhesive
