Question about storage heaters!

Can anyone explain why my storage heaters are storing heat during the day, when I thought they were supposed to do this at night, on the economy 7?

Is it possible that my meter is faulty? It was changed to a new digital meter in March. It also has 3 different rates on it - rate 1, 4, and 8. My last meter only had rate 1, and rate 2 on it???

I have noticed a big increase in my bills. They have almost doubled!

Ok! Now you've really lost me!
I know a bit about electrics, but Im no electrician.
It's too dark outside to take photos now but will post them tomorrow. Explain what DB and metering head are, please!

I know that the meter has some smaller boxes connected to it, Im presuming one of these is the teleswitch/radioswitch for the economy 7?

I have checked the CU and all wiring etc to the heaters and they are ok!
