Radiator control off, radiators on

Hi

Completely confused by this.

There is a control panel in the cupboard for the immersion tank in the house we've just moved into, on one side it has the control for the hot water (off auto or on) and the other side has the same controls for the radiators.

We switched the radiator control to off but left the hot water on. Not sure how but the radiators are still hot despite the control showing as off.

Any ideas, going to call a professional in the morning but wondered if anyone had any ideas if it might be something simple?
