Radiator H valve

Hi guys

I have one of these on my radiator. See picture

I want to take the radiator off for painting. One side I have would the trv fully in. How do I turn off the other side?

There is a cap which unscrews to reveal a nut over a hexagon key in the middle but doesn’t seem to want to budge. Trying not to use too much force as it’s a brand new valve so shouldn’t have seized?
