Radiator not turning off

My radiator in my kitchen will not turn off or go up, at the moment its about three quarters of the way round and will not shift. I have tried brute force and ignorance, a towel to get a better grip. I've turned the heating off to cool it down, it didn't work. Have you got any ideas?

take the plastic head off and use a spanner

I tried taking the platic head off but the radiator lifts up about 1cm and I don't want to cause a leak and have to call out a plumber

can you not turn off the one at the other end?

Well get someone to push down on the radiator while you pull the cap up
