Radiator problem

I am experiencing a problem with my central heating system. When I try to turn off individual radiators using the thermostat knob on the side, they become only fractionally cooler. (With the exception of one, which works fine).

Is this likely to be a problem with the valves themselves?

Any suggestions much appreciated.

They should turn off completely if required. The ones I have turn easily to a low point but you need to push past a friction point to completely turn off.
