Took the TRV off and the pin is stuck won't budge for anything. Turned the lock shield valve off and it's still blasting ??

Gently tap pin to free , if lock shield is shut it will cool after a few hours .
You have replaced trv and cranked it all the way down?

Well if the pin is stuck and wont budge even with gentle taps with a hammer then you will have to change the TRV.

I shut the lock shield off last night and the radiator got hot again tonight

Very rare for a TRV to jam open, usually jammed shut as it's been off all summer.

If the lockshield is fully closed and it's still running then time for a new rad valve pack, they're both stuffed.

Are you sure you're turning the lockshield off? Did you turn the spindle or just the plastic head?
Some of the plastic heads do not turn the spindle as they are just cover caps and are designed to be non tamper on the spindle.

Bit of lubricant on the trv pin and gently ease it up with pliers.
