Radiator valves, no lock shield?

Hi,

I’m a little confused with my radiator set up. I have one radiator that doesn’t get as hot as others. I was looking into balancing the system but my radiators don’t seem to have a lock shield valve. I seem to have both a manual and a TRV? I’ve attached 2 photos of the same radiator

Is this normal? It’s a new system fitted just over 12 months ago.

Can I balance my system?

The wheel head is the lockshield. Just has the wrong plastic top.
If this was a lock shield shouldn’t turning the plastic top do nothing? Both ends will turn the radiator off if I turn them.
Sorry, completely new to this and have gotten all my knowledge from a google how to guid for balance radiators :mrgreen:
 
It should have a domed shaped plastic top that doesn't actually turn the valve on or off when you turn it. Nevertheless it's used to balance the rads,it's the same valve under the cap.

Radiator valve kits sometimes come with 2 tops for the turn valve, as suggested by @terryplumb they just haven't put the correct top on.

If you're really bothered pull the plastic top off and look into it, you'll see a slot that fits the top of the valve spindle, get a drill and make it round, it won't turn the valve off any more ;)
