Radiators are hot yet the property takes an age to heat up?

I live in a bungalow.

Oil fired boiler, a Danesmoor 15/19, is regularly serviced and in good working order.

Rads are very hot but the place feels cold - the hall thermostat is set to around 23C but the temp in the rooms is taking maybe three hours to get up from 15C to 20C (heating is on twice a day, from 6AM until 8AM and then 5:30PM to 8:30PM ).

Outside temp is hovering around freezing.

I've lived in this bungalow for over a decade and never noticed it this cold before (but admittedly I've only been paying attention to the temp this year and I'm also not getting any younger).

Loft insulation is good, no idea about cavity wall insulation but I guess it's not changed over the years (and it's only this year that I'm noticing the cold temp).

No leaks around the double glazed windows.

What am I missing?

dont forget we have been in a very mild period and the first time off cold you have the fabric off the building and its contents to warm up iff its brick it can take perhaps a week for the fabric to stop stealing heat as it warms up
also once warm it will give out heat as the house cools
 
Is the heating on for the same amount of time as in previous years?

Good point. The core part of my property was once an old farm building so part of the structure is stone overlaid with brick. I guess that the stone is holding onto the cold?

I would imagine once the heating goes off the temperature plummets. Maybe that is the reason unless you go to bed at 8:30. Do you even have cavities if the core of the building is an old farm house?
