Radiators coming on with hot water

We have just noticed that some of our rads are coming on with the hot water. We have a heated towel rail in the main bathroom that comes on when the hot water is on, and have also noticed that the towel rail in the en-suite comes on with the hot water and the radiators in two bedrooms also comes on with the hot water instead of the central heating.

Is this normal ?? I can understand the towel rail coming on, but not the rads.

Any ideas on this and if this could cause us a problem ?
