Radiators either Hot or Cold, can't adjust the heat output

Hi

We have recently moved into a new house. It has a hot water tank and a boiler for central heating. Now that the cold weather has hit, we have turned on the central heating. However, one of the radiators seems to either be sizzling hot, or not on at all. I haven't adjusted the other radiators as it is just the one in my children's bedroom that I am concerned about.

At the moment if I turn the thermostatic radiator valve to 2, its at full heat, But if I adjust it down ever so slightly, its completely off.

Is this something I can fix? Is it a faulty valve? Or is it a bigger problem that I might need to call someone out for.

The TRV doesn't control the temperature of the water in the radiator. It turns off the radiator when the room reaches the temperature set on the valve, nothing more. Which boiler is it?
 
If the radiators are too hot, i.e ALL of them, then you can turn down the boiler temperature, but this may also affect the temperature of your hot water
