Radiators heating unevenly (Balancing a radiator with trv fitted on return)

Would appreciate some advice here.

Symptoms and notes:
1. Almost all rads (except one small bedroom rad) have been replaced, 7/8 in total. The system was flushed (not power) and inhibitor added when rads replaced. Also boiler is only 1.5 year old.
2. One or two rads need bleeding once every couple of weeks, yet no sign of leaks on surface.
3. 1 new rad downstairs heats up on top and sides but not centre bottom. Also noticed on this rad, the trv fitted on the return side (instead of the flow). Asked the trv company who said 'while their trv's are bi-directional, they recommend fitting the trv on the flow pipe, but when used in conjunction with a system automatic bypass valve, TRV can be installed on either the flow or return.' I doubt we hsbc bypass valve installed.
4. Radiators/pipe makes tapping noise when heating up and cooling down. Sometimes a trickling/gurgling noise
5. 2 of the bedroom lockshield valves are old and been told by engineers who replaced rads that they could be siezed up and thus could leak when adjusting

So before i fork out £144 for first half an hour inc callout charge on a reputable heating company, just wondering what others would do in this situation...
a) replace the last old rad (to prevent any further sludge travelling around) then balance the heating (and replace old lockshield valves during process if needed)
b) leave the old rad as it heats up and get balancing done (and replace old lockshield valves during process if needed)

I would have attempted balancing myself as there are many helpful videos if it weren't for the old lockshield valves

Thanks but I've had it up to here with the local/cheaper options. Struggle to find decent engineers these days who care enough to check everything is running as it should before leaving and its just getting stressful now. Rather pay that bit extra for peace of mind.
