Radiators & Hot Water have to be on for heating to work?

Hi there! hadn't been in my house for a while and the oil fired central heating hasn't been on since March.

Turned it on yesterday and the pump had packed in, got that replaced. Now to heat up the house i have to go to the timer and have Both radiators and hot water on for the radiators to heat up?

If i have radiators on by themselves nothing happens and the boiler doesn't fire up.

Any Ideas?

I have two of those in my hot press, sz2301 is the part number on them if that helps. How do i tell if they're faulty?

Yes sorry, 2 of those.

Time to dust off the multimeter, thanks for your help.

if i remember these zone valves are 4 wire not 5 like the honeywell etc.
