Radiators & Hot Water have to be on for heating to work?

Hi there! hadn't been in my house for a while and the oil fired central heating hasn't been on since March.

Turned it on yesterday and the pump had packed in, got that replaced. Now to heat up the house i have to go to the timer and have Both radiators and hot water on for the radiators to heat up?

If i have radiators on by themselves nothing happens and the boiler doesn't fire up.

Any Ideas?

motorised valve or programmer or room stat , most likely is the motorised valve
 
have you got one of these ?

sounds like a faulty actuator.

do a few checks on the wiring with a multi meter.
