How can I tell if my upstairs radiator is faulty or just turned off ?

I have recently moved and the downstairs radiators + bathroom all work fine but the bedroom ones do not heat up
The rads do not have thermostats on so how can i tell if they have been turned off by the previous owners?

On one side will be a valve with a plastic cap that you can turn on or off or part way (turns same way as a tap for on or off).
On the other side may be a lockshield valve. This probably won't be turned off but to check, remove the plastic cap, by pulling or turning, to reveal a rectangular stub that you can turn with a spanner or pair of pliars. Turns on or off same as a tap. Remember how many turns you do, so you can put it back to where it was.
If you can't turn the valve on the other side, remove the cap and repeat as above.
