Can't see how it could get in passed the sofit ? but i do not know the wind and rain was some thing else i can tell you, hard to even stand up......

Is it guttered with a tile overhang and eaves system, its not just a plain fascia with a vent on the top and nothing else?

Yes Mw Roofline
150mm sofit and facia with over facia vent under 75mm tile over hang guttering as tight to tiles as could in keeping with a fall,

Thanks

The water must be getting in somewhere else, maybe dripping off the original felt, not reaching the gutter and onto the soffit board and down the wall.

Even with sideways rain it won't get in through the vents
