The pipe could be running into the drain though I suspect and hope there's a soakaway under the stone.

What's in the box?

1. first clean out the gutter and RWP.

2. dig down a little to see where the RWP goes.
Is the gravel part of a French drain along that wall?

3. with the RWP off-cut removed, pour water down the pipe stub in the ground, and see if it backs up?

4. The fence post could be creating a little damp in the outer skin brickwork.

5. How high is the ground level on the other side of the fence panel?

6. The brick courses behind the RWP show water stains at 2 courses high.

7. Which bed course is the DPC in?

8. none of the above should create interior damp in a wall with correctly placed DPC's, and a clean cavity.

9. however, your cavity may be blocked with debris that is bridging the DPC's.

10. inside the room remove the skirting on both sides, and cut away all the stained the wallpaper to expose the plaster.

11. Do you have a solid floor?
