Raise patio to meet door sill

Hi. I can see this has been discussed a couple of times but don't want to hijack someone else's post so hoping someone can help me.
As you can see from the pictures I would ideally like to raise the whole garden to be just under the door sill so there isn't a large step down.
Ideally I don't want any drainage so would a slight decline away from the house be OK?
How do I find out where the dpc is?
There are two underfloor vents (assuming that's what they are). Any ideas what I could do about them? If I put the patio slab under the sill but not all the way back to the brick would that work?

You’d deffo need drainage and a different cill/threshold specific for that purpose
Dpc most likely the bed joint immediately below the doors
