raising floor/laying engineered

i need to raise my hall floor some 4 inches. currently standard floor boards. have purchased some eng oak, 20mm inc 6mm oak top and want to lay it on raised floor. my question is should i put in 3-4 inch framing straight ontop of existing floor and nail enginneered straight on top, is it structurally strong enough or should i put in lower frames chipboard on that and then float floor?
