Raising the basement ceiling/ ground floor above

I am looking for some help please. I need to raise my basement ceiling (and in doing so, raise the floor above, connected to that) I have been told the best way to do so is to build a frame around the walls around 50cm in all walls, then fixing new floor joists on all the area around 22 joists and then fixing new floorboard in the whole area with18mm thick plyboard. Does this sound the most sensible way to do this? I’m concerned with it being all in wood. Thank you

Maybe it shouldn’t but this will hold up the entire floor above (so all furniture, beds, bathroom etc) I’m not a builder… as you can probably tell :) but didn’t know that it would just be joists and a bit of ply… thought it would be a bit more sturdy, like steel/concrete.
