Re-skim old plaster..

If I want to get a wall re-skimmed on top of old, dodgy, finish plaster is there anything I need to do to prepare the surface? Its painted with emulsion at present.

Remove any loose/blown plaster then coat whats left with a pva bonding agent diluted to suit the purpose depnding on who's product you use. Give it 24 hours and then coat again prior to re-skimming.
