re stain and finish a bar top

Hi guys my friend has a pub and is wanting to gst the bar top re done. So after some advice on how to re do a bar top.
Is it a case of to sand it all the way back to the wood and then restain in the same colour (walnut) and then apply a clear top coat? Any advice would be great thanks.
