redesigning the garden and soil pipe will need to be moved can the soil stack going up to the roof be to the left of the toilet exit with the fall to the right or does the upright need to be after the toilet

Assuming you mean the vent pipe - the vent should be the at the end of the run furthest from the main sewer.
added a pic I would like to move the vent pipe to the left of the bathroom window slope the toilet to the left to join it
then run the soil pipe at 90 degrees along roof and 90 degrees down past the lower window and connect the lower toilet into it and then to the sewer does this sound a good idea
