Rebuilding Rear garden wall

Hi I currently have a run down 6'7" (@2 metre) high brick wall with a wooden gate.
I was thinking of knocking down the wall and replacing it with a 8'2" (@2.5 metre) wall, with a 7' x 6'6" garage door in. Would I need to seek permission for this and would I need to build a double skin or build in Piers to make sure the wall was sturdy enough?

You can do brick walls upto about 1.8m (6ft) as long as they are 215mm (9") wide without piers.. anything higher will need something to stop it falling over in a heavy gale..
