redesigning downstairs toilet

can I easily redesign our downstairs toilet area I would like to remove a 2ft wall turn the toilet 90 degrees and reposition hand basin then just a new wall and door
drainage not an issue as its on an exterior wall it would just give a more useable rear porch
hoping not to bother with paperwork if I can

As it's a downstairs wc, disabled access regs apply. You must not make the access any worse than it is now (basically don't make the room smaller nor the door narrower).
If this is the case, leave the paperwork alone.

there is no space to make if suitable for disabled access as its only 1200mm x 700mm internally and compact want to make it 1600mm x 700mm tapering down to 400mm at hand basin

It's not as if you are endangering lives, just trying to improve things.

Stuff the paperwork and crack on.
