Redrilling gate hinge holes

Whilst I've got my gates off to fix the motor brackets I might as well try and fix the droop that prevents them closing properly - I just need to remount the top hinge so that it pulls the top in by 5-6mm. Problem is that the mounting bolts are 9mm in diameter so there's going to be some overlap with the holes that are already there
If I fill the holes with dowels what's the chances of being able to drill new STRAIGHT holes that are half in the gate and half in the dowels or is the drill bit likely to wander?

Also what would be the best way to drill the holes, was thinking of getting one of these to help keep things at 90 degrees

Gates are 70mm thick so what sort of drill bit should I be using?

if you could clamp that drill guide to the post in a positive way, there'd be little chance for the drill to wander.
is it a hardwood or softwood post?
 
I'm actually drilling the gate rather than the post so clamping should be possible. I'm no expert (hard to believe I know :) ) but think it's hardwood.
 
Wack a hardwood dowel in with glue as you suggest (most pre-made ones are pretty hard) then start with a small pilot hole say 3mm and work up in several sizes till you reach 9mm that should keep you centered.
Stand the gate up and watch the drill goes in straight from above while an assistant watches from the side that should be accurate enough.

What about adjustable hinges? Then you can fine tune them to exactly how you want
