refelt and battern and re-use slates

Hi All I have a 2 bed terrace and want to board out the loft fully. I have noticed some condensation dripping from the old felt and it worse now I have put up Airtec Double Insulation. Will it need breathable membrane or some roof vents. As it a mid terrace the roof has no soffit vents. Just looking for advice and ball park figure to
Lift old slates and ridges.
breathable membrane to be laid.
new batterns to be fixed.
old non broken slates to be re laid

I will supply the felt, batterns, new slates
