when our bathroom was professionaly fitted 2 years ago they put in a regulator valve under the bath so the water is at a constant temp, we have had 2 of these replaced and now this one will not go off on its own, it makes a noise and allows the tank upstairs to keep filling up until it overflows, is this normal for these valves to be so faulty?

If you have the hot water from a tank, then the cold should be fed from the sme feed tank that supplies the hot tank. If you have mains cold water input then the hot water should be at mains pressure.

The feed to the valve should be through a water conditioning unit. Siliphos, NOT an electronic or magnetic one. The valves should be serviced annually, but nobody does it. The valves are not faulty. They are production items and have undergone enough development to overcome design problems. The manufacturers do not supply faulty units. The problems lie with

1) The installation ie no water conditioner or line filters
2) No maintenance ie annual clean.

Remember EVERYTHING that works is working it's way to it's next breakdown. Preventive Maintenance helps. The attitude "If it ain't broke don't fix it" will give you trouble sooner or later.
