Reinforcing Loft floor & Measuring for a staircase

Hello,
I am looking to make my loft into a habitable area. I am aware that planning permission and building regs are required. Due to not having the cash to do it all in one go I am doing it in stages. Also due to my have a go attitude I am trying to do as much as possible myself.

Is reinforcing the loft floor something I should/could attempt or is it something which should only be done by builders (no guarantee they won't be cowboys of course)?

I am also going to install the staircase up to the loft myself. This may sound like a daft question but when measuring for the stair case (which I will order not build myself) where do I measure up to?

you need to get a structural engineer to calculate what you need (girders then new floor hung off these) and you need to pay your fee to building control before things get started, then check that the engineer is right then will check that you follow what they had said. then it is DIY from there depending on how good you are! allthough i would expect you need a builder to get the girders and probably the new deap joists in, and if you need a dormer.
