Reinstall radiator

Hi,

We have had a lot of work just done in our house, one small part of it was to get the hallway redecorated. The plumber, whom we paid over £3000 to do various things elsewhere in the house, asked for £70 to take off the radiator in the hallway so that it could be decorated. Perhaps we were naive, but we assumed that he intended to come back once the decorating was done and put the radiator back. The decorating is now done, so I just got in touch with him and he wants another £70 to put it back on. We are not overly happy about this - he must have known it needed to go back on at some point, so don't know why he gave us a figure just for taking it off.

Anyway - because we are a bit annoyed with him, I want to do it myself. I have in fact taken this radiator off the wall myself before, a few years ago, so I know it is not beyond the wit of man.

My problem is this, when the plumber took the radiator off, he took off the TRV - and I cannot work out whether he took just the head off, or whether he has taken the entire valve out. Please see the picture.

Where the white cap is, is where the TRV head used to be. And the brass cap is where the radiator itself was. Do you think that white cap is currently holding water back, and as such he has also removed a valve, or can I safely remove the white cap and put the TRV head in its place?

I'm just a bit confused, because I can't remember how it all looked before he took it off and I can't work out whether the TRV head will just screw straight onto where he has put that white cap, or whether there is also another critical "bit" missing.

The white " decorators" cap is used to keep the valve closed.
Carefully loosen the brass cap to ensure the valve is actually closed,if it is connect the radiator.
Removing the white cap will allow water to flow into radiator ,and you fit the TRV actuator head in it's place.
