Removal of old window bracket

Hi all, some advice would be apprichiated. We have an old window where the clasp has broken (see pic)

I have removed some paint to expose the screw but it appears to have fused with the bracket so doesn’t move. Im not sure how to remove this.

Any suggestions? Thanks!

Where is this screw you mention?

Everything is stuck in place with old paint. Scrape it off.
 
Here is the screw - I have tried to chisel the side off but it’s completely stuck!

Scrape out the slot to remove all rust and paint so a screwdriver can fit it perfectly.

Get two large, flat-headed screwdrivers that are a perfect fit in the screw head. One of them can be a cheap one with a wooden (not plastic) handle.

If the good one has a hexagonal shaft, get a spanner that is a perfect fit to help you turn it.

Heat the tip of the cheap one with a gas torch until it is smoking.

Press the hot tip into the screw and hold it until the paint and wood holding the screw start to smoke.

Immediately push your good driver into the screw and turn it with all your strength. The heat will melt the paint and break the grip of the wood on the rusty screw.

Try a red hot, but scrap screwdriver, in the screw slot, to cause the screw to expand first, then try your usual screwdriver. Can you have someone hold the window, to allow you to apply more weight on the screwdriver?
 
Alternately, break off the bracket around the screw head, cut the head off, hammer the shaft into the wood, fill and make good.
Make as much noise as you like.
Curse God and all his minions for this terrible fate - then paint the surface anew.
