Find a white plastic vent and stick it over the marks and holes using neutral curing silicone

Pointless trying to remove the stains, while ever the source of the rusting remains. There was obviously something fixed on there via a bracket and the fixings partially rusted away. The rusted stubs of the fixings need to be removed first.
