Removing broken screw from wooden window frame

One of my window handles is a bit wobbly, so I removed the screw cover and found the screw head was snapped off. The small piece of thread attached is only 2mm diameter. What's the best way to get the remaining thread out of the wooden frame and repair any damage? If it's drilling then what type and size bit?

Possibly if I cut out a ring of wood at the tip of the screw, so I can get a grip on it. I suppose the damage will be covered by the handle.
 
If you have a soldering iron or similar tool, you can apply it to the screw until it starts to smoke. This will loosen the screw so it is easier to get out.

If the old screw hole is damaged, you can drill it out and glue in a piece of wooden dowel, which you can later drill and screw into.

No soldering iron unfortunately
 
if you have a drill close the jaws till they lightly touch the shank then push like your drilling a hole to try and clear a ring 1 or so mm deep then with drill on lowest speed turn the chuck ring to tighten on screw as tight as you can
i find rotating the whole drill by hand works best then iff you can get say 6mm proud then loosen and fully insert and off you go
